Public Service Commission (PSC) Commissioner Joan Machayo has urged Chief Executive Officers and Heads of Human Resource departments in state corporations to actively contribute technical expertise in the development and review of Human Resource (HR) instruments. She emphasized that the process must be collaborative, responsive to institutional needs, and anchored in legal compliance.
Speaking on 15th July 2025 at the Kenya Institute of Curriculum Development (KICD) in Nairobi during the official launch of the Rapid Results Initiative (RRI) on HR instrument development, Commissioner Machayo noted that public sector transformation hinges on well-structured and up-to-date HR frameworks. The RRI targets state corporations under the State Department for Public Service.
“This is not just a PSC-driven agenda — it is a joint mission. We require technical input from the very institutions that will implement these instruments. Only through such synergy can we ensure that the final outcomes are both practical and compliant with statutory and operational mandates,” said Commissioner Machayo.
She further highlighted that aligning HR instruments to the evolving public service landscape is key to promoting efficiency, accountability, and professional growth within the sector.
The event was also graced by PSC CEO Mr. Paul Famba, Principal Secretary for the State Department for Public Service Dr. Jane Imbunya, PSC Deputy Commission Secretary Mr. John Muriungi, and senior officials from various state corporations and ministries.
Dr. Imbunya reiterated the State Department’s commitment to strengthening HR practices and frameworks across the public sector. She noted that the review process is part of broader ongoing reforms to streamline public service delivery and succession planning.
The RRI is expected to run over a 90-day cycle and will culminate in the harmonization of HR instruments in line with PSC guidelines and emerging best practices in human capital development.
