Public Service Commission has reaffirmed the unwavering commitment to advancing inclusion, equality, and empowerment of Persons with Disabilities within the public sector. Commissioner Harun Hassan said this while representing the PSC Chairperson Amb. Anthony Muchiri at the official launch of Kenya’s Persons with Disabilities National Policy at the Sarova Hotel, Nairobi on 29th July 2025.

“Although Kenya is yet to reach the constitutional target, PSC’s own Secretariat has surpassed it with 5.8% representation,” said Commissioner Hassan.

Principal Secretary Joseph Motari of the State Department for Social Protection who graced the event emphasized the Government’s continuing strides toward disability inclusion. He noted the recent enactment of an updated Persons with Disabilities Act and the launch of the new national policy framework, which prohibits discrimination in all forms of employment and promotes equitable access for PWDs.

PS Motari also underscored the significant reach of the Inua Jamii Cash Transfer Programme, implemented under his supervision, which supports over 1.7 million vulnerable Kenyans—including many PWDs—linking social protection to empowerment.

Commissioner Hassan called for collaborative efforts across public service institutions to ensure full implementation of the policy, stressing the law is not merely symbolic but a pathway to dignity and inclusion. He urged all stakeholders to uphold the 5% threshold in appointments and enhance accessibility in health, education, and legal services.

Together, PSC and the State Department for Social Protection reaffirmed the Government’s dedication to building an inclusive public service where constitutional mandates translate into real opportunities for PWDs, ensuring that no Kenyan is left behind.
