Public Service Commission Chairperson Amb. Anthony Muchiri has called upon authorized officers in Ministries and State Departments to ensure prompt implementation of Commission directives. He said this during a consultative meeting with human resource directors from Ministries and State departments at the Kenya School of Government, Lower Kabete on 22nd May 2025.<\/p>\n\n\n\n
While acknowledging the critical role played by HR directors in the realization of effective and efficient public service, the PSC Chairperson highlighted that some institutions were yet to implement commission decisions. <\/p>\n\n\n\n
\u201c The Commission has noted instances of MDAs taking long to implement decisions and circulars of the Commission or, in extreme cases, even attempting to challenge such decisions,\u201d said Amb. Muchiri. <\/p>\n\n\n\n
The PSC Chairperson also emphasized that failure to implement Commission directives derail the efforts to transform public service.<\/p>\n\n\n\n
\u201c Going forward the Commission will not entertain any attempts to frustrate its constitutional authority and will not hesitate to sanction the concerned MDA, Authorized Officer or Head of HR, ” he added. <\/p>\n\n\n\n
During the meeting the Commission availed its performance since January this year noting that it has cleared the backlogs from 2024. The key results include; recruitment of 109 officers into the service, filling of 21 top-level positions in public universities and approval of Human Resource Instruments for 25 institutions. <\/p>\n\n\n\n
\u201c Within the 3rd and 4th Quarter of this financial year , PSC has institutionalized an Annual Recruitment Plan whereby all MDAs will be required to submit their Annual Recruitment Plans to the Commission by 1st<\/sup> July every year to enable development of an Annual Recruitment Calendar,\u201d said Amb. Muchiri. <\/p>\n\n\n\n While gracing the event, Principal Secretary Public Service Dr. Jane Imbunya urged the HR directors to ensure implementation of government directives in their respective institutions. <\/p>\n\n\n\n \u201c Allow me to emphasize that human resource professionals must be continually retooled and upskilled to remain relevant in an evolving work environment,\u201d said Dr. Imbunya<\/p>\n\n\n\n She further commended the Public Service Commission for continuously engaging the authorised officers for effective implementation of key decisions aimed at transforming the public sector. <\/p>\n\n\n\n The consultative meeting also explored the use of Artificial Intelligence (Ai) for effective public service delivery. <\/p>\n\n\n\n In attendance were PSC Vice-Chairperson Mrs. Mary Kimonye, Commissioners, Boya Molu, Joan Machayo, Dr. Francis Owino, Francis Meja, Mwanamaka Mabruki, Harun Hassan, Dr. Irene Asienga, Secretary\/CEO Paul Famba and members of secretariat.
