Members of the Public Service Commission (PSC) Staff Pension Scheme today convened for their Annual General Meeting (AGM), with strong financial performance, improved governance, and forward-looking reforms taking centre stage.

Addressing members, the PSC Chief Executive Officer Mr. Paul Famba lauded the Scheme for a year marked by significant growth and institutional strengthening, terming it a “milestone period” in securing members’ retirement futures.

According to disclosures made at the meeting, the Scheme’s audit for the financial year ended 30 June 2025 was completed and audited accounts filed with the Retirement Benefits Authority (RBA) within statutory timelines. The Scheme’s closing fund value rose sharply to Kshs. 1.421 billion, up from Kshs. 1.057 billion the previous year, underscoring sustained growth in member savings.

Members also benefited from improved returns, with net income credited to individual pension accounts at 20.05% for the Registered (Tax-Exempt) portion and 16.99% for the Unregistered (Non-Tax-Exempt) portion, compared to 12.76% and 10.16% respectively in the previous financial year.

The CEO attributed this performance to strong governance and prudent management by the Trustees, noting with pride that the Scheme is now fully financially autonomous, able to meet all its operational costs independently.

“This achievement is a clear reflection of discipline, sound decision-making, and the unwavering commitment of our Trustees and management team,” the CEO said.

He further revealed that his confidence in the Scheme’s leadership was reinforced earlier in the year after attending a capacity-building programme for Trustees, where he observed intensive training aimed at strengthening stewardship and compliance.

Beyond financial performance, the AGM focused on the broader wellbeing of members. The CEO announced that preliminary discussions are underway between the Scheme and his office to explore the establishment of a Post-Retirement Medical Fund, an initiative aimed at enhancing healthcare security for retirees.

“Retirement with dignity goes beyond savings. It must also address health and long-term comfort,” he said, adding that the proposal is still at an early stage.

The meeting also highlighted the PSC’s continued support as Scheme sponsor. During the year under review, the employer remitted Kshs. 148.2 million in mandatory contributions. In addition, members benefited from Kshs. 12.6 million paid out under the Commission’s Group Life Cover to support families during critical times.

A key highlight of the AGM was the official unveiling of the PSC Staff Pension Scheme Strategic Plan 2025–2030, which sets out a roadmap for growth, innovation, transparency, and enhanced member services over the next five years.

Public Service Commission (PSC) has honoured outgoing Chairperson Amb. Anthony Muchiri in a heartfelt farewell luncheon held at the Kenya School of Government, Kabete on 8th December 2025. Speaking at the ceremony, PSC Vice Chairperson Ms. Mary Kimonye termed Amb. Muchiri’s departure a great loss to the Commission but a big win for the nation, noting that his new ambassadorial appointment reflects the country’s confidence in his leadership.

“Today is a day of mixed emotions. We feel pride in your accomplishments and joy in your new journey, but also sadness in parting with a leader who has left an indelible mark on us. Above all, we feel deep, sincere gratitude,” said Mrs. Kimonye.

The Vice Chairperson also highlighted Amb. Muchiri’s continental influence, citing his election as President of the Association of African Public Service Commissions (AAPSCOMS) as proof of his commitment to elevating public service excellence across Africa. She described him as a calm, humble, and unifying leader whose character left a lasting impression on the Commission.

On his part, Amb. Muchiri urged the Commission to continue upholding constitutionalism in the execution of its mandate and to remain firm in its course. He reflected on key achievements and expressed confidence in the Commission’s leadership and the team he is leaving behind.

“PSC is a consequential institution that has direct impact on every civil servant and citizen by extension. We must remain focused, resolute, and determined to serve our country,” said Amb. Muchiri.

PSC Secretary/CEO Mr. Paul Famba lauded Amb. Muchiri for championing reforms that repositioned the public service as dynamic, ethical, and future-ready. He recalled the Chairperson’s call to rekindle patriotism, professionalism, and a renewed “will to serve,” as well as his commitment to staff welfare, modernisation, and digital transformation within the Commission.

Dr. Famba noted that the Secretariat felt empowered under Amb. Muchiri’s leadership and remains committed to sustaining the reforms he initiated.

The ceremony concluded with a standing ovation in honour of his exemplary service to the nation.

Amb. Anthony Muchiri has served as the Chairperson of the Public Service Commission since December 2021. He was recently appointed to take up an ambassadorial role representing Kenya in Turkey.

Also in attendance was the Auditor General and Chairperson of Constitutional Commissions and Independent Offices (CCIOs), Nancy Gathungu. Others included PSC Commissioners Harun Hassan, Mwanamaka Mabruki, Boya Molu, Irene Asienga, Francis Owino, Francis Meja and Joan Machayo, Deputy Commission Secretaries, and the entire Secretariat.

Public Service Commission (PSC) Vice Chairperson, Mrs. Mary Kimonye, has reaffirmed the Commission’s commitment to establishing a long-term collaborative framework with the Kenya Broadcasting Corporation (KBC) to enhance citizen engagement and deepen public understanding of government services.

Speaking during a courtesy call to the KBC management on 25th November 2025 at the Broadcasting House in Nairobi, Mrs. Kimonye underscored the alignment between PSC and KBC in advancing transparent, accountable, and citizen-focused communication.

“ Both PSC and KBC share common responsibilities in promoting transparency, accountability, and public education,” she said.


“ Our visit today provides an opportunity to identify substantive areas where collaboration can yield measurable results and support national governance priorities.”

She emphasized that partnering with the national broadcaster will enable the Commission to effectively communicate its mandate, reform initiatives, and youth empowerment programmes, helping citizens better understand the role and impact of PSC in the public service ecosystem.

KBC Chairperson Tom Mshindi welcomed the Commission’s interest in strengthening ties with the state broadcaster, describing the collaboration as timely and transformative.

“The Commission has been instrumental in supporting our Human Resource Instruments, and this next phase presents a great opportunity to work together,” Mr. Mshindi noted.

“Leveraging KBC’s nationwide infrastructure will help bridge information gaps between citizens and public institutions.”

The meeting marked the beginning of a structured and sustained engagement aimed at strengthening dissemination of PSC programmes, improving visibility of government reforms, and enhancing dialogue with citizens across the country.

The Public Service Commission (PSC) has strengthened its commitment to accelerating disability mainstreaming across the public service, reaffirming its readiness to collaborate with partners to advance inclusivity. This assurance was delivered by PSC Vice Chairperson Mrs. Mary Kimonye on 17th November 2025 during a meeting with key development partners who paid a courtesy call at the Commission House.

Mrs. Kimonye noted that the Commission remains intentional about building strategic partnerships that support the implementation of constitutional and legislative mandates relating to disability inclusion. She emphasized that working closely with development partners is essential to ensuring that disability mainstreaming is not only prioritized but operationalized across all government institutions.

“ The Commission is always open to working with development partners to hasten implementation of key constitutional mandates and mainstream the same in the public service,” said Mrs. Kimonye

The meeting brought together representatives from Light for the World, Christian Blind Mission (CBM), SightSavers, and the National Council for Persons with Disabilities (NCPWD). The Commission invited the partners to explore areas of collaboration that will strengthen the institutional capacity of public bodies to integrate disability perspectives in policies, programmes, and service delivery.

PSC Commissioner Harun Hassan, who serves as Patron of the Disability Mainstreaming Committee, highlighted the Commission’s resolve to drive full implementation of the newly enacted Persons with Disabilities Act, 2025. He noted that advancing disability inclusion is both a constitutional imperative and a moral responsibility.

“ Mainstreaming disability is not just a constitutional obligation but service to humanity. This is a good start and I believe together we can achieve more within and beyond the public service,” he said.

Light for the World Country Director Richard Mativu commended PSC for establishing a dedicated working committee to guide disability mainstreaming efforts. He encouraged development partners to align their support with PSC’s frameworks and pledged continued collaboration to enhance the participation of persons with disabilities in public service spaces.

Also present were CBM Country Director David Munyendo, SightSavers Country Director Moses Chege, NCPWD Ag. CEO Ms. Eva Njoroge, their technical teams, and from PSC, Secretary Paul Famba, DCS Dr. Sylvester Obong’o, and Disability Mainstreaming Committee members led by Chairperson Dr. Philemon Kiprono.

Public Service Commission (PSC) has called on development partners to deepen collaboration with public institutions in order to enhance efficiency in service delivery. Speaking during a stakeholder breakfast forum with development partners at Raddisson Blu Hotel on 16th September 2025, PSC Vice Chairperson Mrs. Mary Kimonye emphasized the critical role of partnerships in realizing the Commission’s 2025–2029 Strategic Plan.

“Development partners are central to the success of our Strategic Plan, and that is why we have invited you to join us in this journey of transforming the public service,” said Mrs. Kimonye. 

She underscored that the Commission’s strategic goals cannot be achieved in isolation, adding: “Today we want to make it easier for you to understand our mandate, vision, and direction. We are open to any form of collaboration that will help us achieve our objectives in the next five-year cycle.”

Commission Secretary/CEO Paul Famba reaffirmed PSC’s commitment to partnering with development actors in delivering on its core mandates and programmes, noting that collaboration will drive reforms and innovation in public service management.

During the forum, PSC presented its mandate, strategic plan, and key areas of partnership. Several development partners expressed interest and committed to further engagements with the Commission.

Public Service Commission (PSC) has hosted a high-level delegation from the Department of Human Resource Management and Development of the Republic of Malawi, on a study visit aimed at strengthening collaboration in human resource management and governance.
Speaking during the opening session on 28th August 2025 at Commission House, PSC Secretary and CEO, Mr. Paul Famba, underscored the importance of peer learning in driving public service excellence across Africa.“Your presence here today is testament to the spirit of African cooperation. It reflects our shared commitment to a common goal: building a public service that is professional, ethical, and relentlessly focused on serving our citizens,” said Mr. Famba
The Commission Secretary emphasized that the visit was not a one-way learning engagement but an opportunity for both countries to exchange ideas and experiences on human resource management best practices.
On his part, the Principal Secretary for Human Resource Management, Republic of Malawi, Mr. Ian Chingwalu, who led the delegation, commended PSC for its leadership in public sector transformation. He noted that Malawi had recently launched a roadmap for reforms to achieve a results-oriented and citizen-focused public service.
“Our visit to PSC was recommended by the Chandler Institute, which highlighted the Commission’s exemplary footprint in Africa on matters of public sector reforms,” he said.
The delegation was taken through PSC’s performance management systems, staff appraisal processes, and HR data management by PSC’s technical team led by Deputy Commission Secretary (Performance), Dr. Sylvester Obong’o. The Public Service Commission (PSC) has successfully concluded a four-day sensitization program on the Staff Appraisal System for its Secretariat staff, held from 12th to 15th August 2025 at the Kenya School of Government (KSG), Lower Kabete Campus.

The program was designed to equip staff with the knowledge, skills, and tools to effectively implement the appraisal process as a key performance management mechanism in the public service. It also sought to align individual performance targets with PSC’s Strategic Plan, and the Commission’s broader mandate of delivering quality public services.

The sensitization underscored the Staff Appraisal System as a vital tool for decision-making, accountability, productivity, and organizational learning, covering key areas such as target-setting, effective communication, ICT-based performance tracking, workflow review, strategic delegation, and work-life balance. It highlighted the need for consistent appraisals, use of incentives and sanctions, and integration of appraisal outcomes into career progression, promotions, and training, while promoting automation and streamlined processes to strengthen performance management.

Facilitators highlighted common challenges that weaken performance appraisal in the Commission, including lack of targets at the start of the cycle, poor cascading of organizational goals, resistance to change, and weak monitoring practices. They stressed the importance of strengthening cascading so that institutional objectives flow to departmental, team, and individual levels.

The program forms part of PSC’s ongoing reforms in human resource management aimed at fostering a results-driven culture, improving productivity, and enhancing service delivery to the Kenyan public.

Public Service Commission (PSC) Secretary/CEO Mr. Paul Famba has been invited to deliver a keynote address at the inaugural Public Service Superannuation Fund (PSSF) Pan-African Pensions Conference, scheduled for 26–28 November 2025 at Diamonds Leisure Beach & Golf Resort, Diani.

The invitation was extended during a courtesy call to the PSC by PSSF Chairman Ambassador Hussein Dado and Chief Executive Officer Dr. Jonah Aiyabei at the Commission House on 15th August 2025.  The conference will convene policymakers, fund managers, employers, and regulators from across Africa to share experiences and strategies for strengthening pension systems.

The Commission secretary will speak on the role of employers in enhancing pension systems, a topic PSSF describes as central to securing sustainable retirements across the continent.

“As Africa accelerates towards sustainable pension solutions, the role of employers cannot be overstated, we are pleased to invite Mr. Famba to share his insights and help shape a forward-looking agenda for public‐sector pensions,” said Amb. Dado.

Accepting the invitation, PSC CEO underscored the importance of partnerships between employers and pension schemes.

Public Service Commission (PSC) has committed to forging closer ties with County Public Service Boards (CPSBs) to streamline human resource management and boost service delivery in Kenya’s devolved units. This partnership seeks to address long-standing HR challenges while enhancing professionalism, accountability, and efficiency in county governments.

Speaking during a side event between PSC and CPSBs at the Devolution Conference 2025 in Homa Bay County on 14th August 2025, PSC Commissioner Dr. Francis Owino — representing Chairperson Amb. Anthony Muchiri — stressed the vital role both institutions play in ensuring quality and citizen-centered services.

“Re-engineering human capital in the public service is not just about training, as many would assume. It is a fundamental rethinking and redesign of the processes, structures, and systems that manage and develop the public workforce across all levels of government,” Said Dr. Owino. 

He called for a collaborative approach in tackling persistent HR issues at the county level, citing recruitment, promotions, and disciplinary procedures as priority areas. While acknowledging the tremendous growth brought by devolution through grassroots resource allocation and decision-making, Dr. Owino noted that human capital management still faces gaps that must be urgently addressed.

During the plenary session, Chairperson of the County Secretaries Caucus, Hassan Billow, and Chairperson of the County Public Service Boards Caucus, Farida Abdalla acknowledged challenges in managing HR in the devolved units. She called for regular engagements with PSC and capacity-building to harmonize HR practices nationwide.

“Misinterpretetation of PSC guidelines and regulations is a great challenge and as result every county is implementing them differently” said Ms. Abdalla. 

Participants identified several pressing concerns, including disparities in skill sets and qualifications across counties, difficulties in inter-governmental secondment and staff transfers, varied approaches to performance management, politicization of appointments, and abuse of affirmative action policies.

The forum emphasized that resolving these issues requires sustained dialogue, joint training programs, and alignment of county HR policies with PSC regulations to ensure uniformity and fairness in public service management.

Also in attendance were PSC Commissioners Joan Machayo, Francis Meja, Boya Molu, and Mwanamaka Mabruki. The Public Service Commission (PSC) in partnership with the Ethics and Anti-Corruption Commission (EACC) has formally launched a review of its internal systems, policies, and practices in a move aimed at enhancing transparency, operational effectiveness, and institutional integrity.

The initiative, launched at PSC headquarters in Nairobi on Friday, 1st August 2025, is part of the Commission’s broader reform agenda to promote a values-driven, citizen-focused public service.

Speaking at the launch, PSC Chairperson Amb. Anthony Muchiri emphasized that the initiative is entirely proactive and voluntary, grounded in the Commission’s commitment to continuous improvement.

“We invited EACC to carry out an independent review to help us refine our systems, enhance service delivery, and reinforce our internal governance structures,” he said. “This is about raising the standard of service delivery because we believe in excellence.”

Amb. Muchiri noted that the Commission has already taken important steps to institutionalize integrity, including establishing reporting channels for corruption, installing prevention suggestion boxes, and adopting findings from an internal corruption risk survey.

On her part, EACC Vice Chairperson Dr. Monica Muiru lauded PSC’s leadership, calling the initiative a model for inter-agency cooperation in strengthening public institutions.

“This review supports our preventive mandate and aligns with the national public service reform agenda,” she said. “It is a testament to the Commission’s commitment to good governance and public accountability.”

Dr. Muiru stressed that corruption, even in subtle forms, can severely weaken public institutions and erode trust. The systems review, she noted, will help identify gaps, improve institutional frameworks, and support the delivery of quality services to citizens.

The Commission has pledged full cooperation throughout the process, with internal teams and logistics already aligned to support the review.

This initiative is complemented by other recent PSC actions, including issuing a directive for the proper structuring and governance of state corporations, promoting the recognition of internal audit functions to enhance oversight, and conducting staff sensitization on ethics and constitutional values of public service.

“This process reflects our belief that good governance begins with introspection,” concluded Amb. Muchiri. “We are setting an example for public institutions to lead with integrity, transparency, and accountability.”

The outcomes of the review will inform future reforms and institutional strengthening efforts within the Public Service Commission.

The systems examination is anchored in EACC’s preventive mandate under the Ethics and Anti-Corruption Commission Act, and supports PSC’s commitment to constitutional values, national development priorities, and the realization of Sustainable Development Goals, particularly on strong institutions and ethical governance.

Also in attendance were EACC commissioners and senior staff, PSC Commissioners Boya Molu, Francis Meja, Joan Machayo, Harun Hassan, and Irene Asienga, as well as PSC CEO Mr. Paul Famba and the Commission Secretariat.
